The All American IIJA AASHTO-Global OCIP pilot has several distinctive elements:

• Increased transparency, competition, measurable outcomes, and safety while reducing claims and cost

• Implementation on a government-wide basis, including federal, State, local, Tribal initiatives

• Sustainable funding for Disadvantaged Business Enterprise Supportive Services (DBE/SS) Program, Historically Black Colleges and Universities, and disenfranchised communities’ participation in the design of projects, training, education, and workforce development programs.

• Implementation of DBE/SS, innovative training, education, and workforce development programs for infrastructure programs.
